Blogger navbar is a default navigation bar that appears at the top of every blogger powered blogs. Navbar features include [B] to take you back to blogger.com,Search box which searches the blog your viewing.you have a quick link to you dashboard and sign in sign out dialog, you can report abuse if others violate the terms of service, and next blog also which lead you to a random updated blogger blog. The disadvantage of navbar it does not fit with your template and it's not goot to look at. And also without the navbar your site may look like professional blog.
Now the step by step guide/procedure on how to remove the blogger navbar:
1. First log in your blogger and navigate Layout> Edit HTML
2. While you are in the HTML where you see your template code now find the following tag:

and replace the above code with
#navbar-iframe,#navbar { display: none !important; }
]]></b:skin>
3. Now Save Template
4. After saving the template the magic is done.
Congratulations take a look at your template which the blogger navbar is gone and remove/disappeared completly.
